5D: Assessing Structural Competency: Delphi Study of Observable Behaviors and Mastery Levels in Pre-Licensure Nursing

This Delphi study operationalized structural competency for pre-licensure nursing education within a competency-based framework. Experts identified 15 observable behaviors across five domains—recognition of structural factors, advocacy, cultural humility, collaboration, and communication—each with progressive mastery levels. Findings provide actionable tools for assessing equity-focused competencies in classroom, clinical, and simulation settings.
