Children and Disasters (NACCD), for the Assistant Secretary of Preparedness & Response

Secretary, Health & Human Services. She taught community health nursing at the University of

California, San Francisco (UCSF).

Before becoming a nurse, Linda worked as a residential social worker in a children’s home in

England. Her nursing experience includes 5 years in hemodialysis and 28 years in community

health nursing.

Linda has participated in community coalitions, was a member of the Medical Reserve Corps Steering Committee in Kansas City, and worked closely with the Kansas City Public Health Department to improve disaster response in the Greater Kansas City Metropolitan Area. She was the director of community health and youth for the Red Cross Greater Kansas City Region, where she oversaw an Influenza vaccination program that served an average of 12,000 individuals annually. Other program responsibilities included HIV/AIDS education for children and adults, family caregiving, health screening, academic service-learning, and youth education. She was responsible for disaster health response across five counties and convened a forum for community partners to improve disaster preparedness, response, and recovery through collaboration. Linda served on the National Advisory Committee on Children and Disasters from 2014-2018.

Linda used community-based participatory research principles in a qualitative study conducted in the United States and Malawi. She published the study findings, which addressed perspectives of non-governmental organizations in gaining community trust, how Malawian women influenced health changes in response to the AIDS epidemic for their families despite being “socially disempowered,” and how financial donors can help or hinder community health.

Linda has a bachelor’s degree in theology from Westminster College in Oxford, England, a bachelor’s nursing degree from Texas Christian University, and a PhD in nursing from UCSF.
